Despite the digital progression, the urban poor communities in informal settlements remain excluded from the digital mobility which increases their vulnerability to multifaceted shocks.
Extension of the grid by the national utility continues to be carried out across the country. It is still, however, not clear when all the areas will be reached by the national grid.
The latency of resilience means that it is impossible to measure and observe in a risk-free context. Only communities (or systems) that have been exposed to risk can be termed as resilient (or not).
