This is a project by the Nuvoni Centre for Innovation Research, in partnership with and funded by the Lincoln Institute of Land Policy.
The Mukuru Exploratory Scenario Planning (Mukuru XSP) aspires to co-develop a new framework with the community, one that transforms how we understand and manage climate mobility in informal settlements. We believe that resilience is not something a community should have to engineer alone, but it requires collective action, forward-thinking policy and a commitment to honouring the lived experiences of those on the frontlines of climate change.
Our approach is participatory, collaborative and grounded in the knowledge of Mukuru’s residents. Over 18 months, we will bring together community members, policymakers, practitioners and academics to navigate uncertainty together. Our process is built on three key pillars:
Before we get to the scenario planning, we must understand the present. We have begun with community storytelling sessions where we created safe spaces where residents can share their experiences of flood-induced displacement, loss and adaptation. These stories are the bedrock of our work, providing invaluable insights that data alone cannot capture. We have also conducted participatory mapping sessions, working alongside community members to map flood-prone zones, areas of displacement and resettlement and critical infrastructure related to water and utilities. This will create a shared, visual foundation for our planning.
We will facilitate two core Exploratory Scenario Planning (XSP) Workshops. These are not traditional meetings but creative, interactive sessions where participants will identify the drivers of climate mobility, develop plausible scenarios and formulate actionable strategies around the same.
The final phase is about turning these collective ideas into a powerful, actionable toolkit following critical analysis to synthesise insights from the workshops which will be validated by the community members. The ultimate output will be a community-based participatory XSP framework for urban informal settings, a blueprint that can be adapted and replicated in other communities facing similar climate risks.
