The Urban Climate Resilience Master Class (UCRMC) is an innovative training program designed to enhance the capacity of national and municipal government officials in Bangladesh and Kenya on urban climate resilience. The Master Class is developed as a Training of Trainers (ToT) program aimed at fostering practical skills for resilience planning, with the goal of cascading knowledge and tools from national to municipal levels. As rapid urbanisation and climate change pose significant challenges to cities globally, UCRMC equips policymakers with the knowledge and skills to strengthen urban resilience, particularly in secondary and small cities.
The primary objective of the UCRMC is to build a comprehensive understanding of urban climate resilience, climate risks, and vulnerabilities. Participants will learn how to implement effective climate resilience measures, including nature-based solutions, financing options, and transformative adaptation strategies. The course focuses on integrating climate resilience into urban planning and infrastructure development. Participants will also gain the skills to train other officials at the municipal level, ensuring that resilience planning is embedded throughout all levels of governance.
Specific learning objectives include:
The UCRMC is designed for national-level authorities responsible for urban planning and resilience building in Kenya and Bangladesh. The target audience includes ministry officials, municipal planners, and trainers from national training institutes. Additionally, select local municipalities will participate in the pilot phase to ensure the curriculum is locally relevant and practical. The program aims to create a pool of trainers capable of delivering the Master Class to municipal authorities across both countries.
The UCRMC is structured into two key components:
The UCRMC aims to strengthen urban governance and planning to address the growing impacts of climate change in cities. By enhancing the capacity of policymakers at both the national and municipal levels, the program will contribute to more resilient infrastructure, better-prepared communities, and improved integration of climate resilience into development policies. Over time, the trained officials will cascade their knowledge to other municipalities, creating a long-lasting impact on urban resilience in Kenya, Bangladesh, and potentially other regions.
The UCRMC in Kenya is a collaborative effort between the Global Center on Adaptation (GCA), the World Bank, the International Institute for Environment and Development (IIED), Kenya’s State Department of Housing and Urban Development and NUVONI. GCA is leading the global effort to enhance climate adaptation, while IIED provides expertise in environmental sustainability and inclusive development. NUVONI is a key partner in the design and delivery of the program, ensuring it meets Kenya’s specific needs and challenges.
